Index Card Notes: To the general assembly of Virginia. The undersigned citizens of Tyler County humbly represent to your honorable body tat a few years ago the principal engineer surveyed and reported on the route for a road from Fishing Creek by Morgantown and Brandonville to Smithfield to Wheeling..... Your petitioners represent that inhabitants along said route are unable to take a sufficient quantity of stock to entitle them to the benefits of the fund for internal improvement. They pray that you pass an act appropriating from the treasury the sum of $50,000 for construction of a road on said route upon such a plan as shall be just and reasonable.

Tyler County is fertile though hilly and abounds in minerals, but needs facilities to convey its product to markets... Your memorialists wish to be considered the real applicants for the right of way for the B&O Railroad... etc.
