The undersigned, citizens of Upshur county respectfully petition your honorable body, during the present session, to effect the modifications of the license system, herein set forth, believing as we do that the present law is defective, in that, the county and corporation courts, are so invested with discretionary power, as to be able to license in opposition to the will of a majority of the voters of a county or corporation....etc. Xerox Copy Purchase.
