If it be wise or proper, that the power of the council offer general objects of taxation be limited and circumscribed, so should their power of taxing particular interests and smaller classes of persons be limited... your petitioners also pray that the charter of said city be further amended, so the mayor and sergeant thereof may hereafter be elected by the qualified voters of said city.
