Mathews County (Va.) Roster of Ex-Confederate Soldiers and Sailors Living in the County of Mathews, Virginia, made by J. Frank Billups, Commissioner of the Revenue, 1898, is six leaves that record the name of the soldier, age, rank, company, regiment to which attached or in which he served, date of enlistment, length of time in service, and a remarks column which notes things like if held as a prisoner of war, if honorably discharged, if was present at the surrender, and so forth. The roster includes the names of "colored" men. This is not an exhaustive roster of everyone who served in the Civil War from Mathews County but is only of those still living in the county in 1898. The text of the 1898 Act of Assembly is printed on the reverse of each form. The roster is arranged alphabetically and there is no index.

Mathews County was formed in 1790 from Gloucester County.
Virginia Act of Assembly passed January 25, 1898, required the commissioners of the revenue in the counties and cities to list on a form provided by the auditor of public accounts all ex-Confederate soldiers and sailors living in their jurisdictions. The completed listings were to be filed with the clerks of court of the localities for permanent retention.
Most records were burned in Richmond on 3 April 1865, where they had been moved for safekeeping during the Civil War.
