Records of Festus P. Summers regarding his activities as chairman of the West Virginia War History Commission. Contains a speech, newsletter, war records collecting manuals, lists of Office of Civilian Defense directors, lists of potential and confirmed war records collectors, pamphlets, newspaper clippings, and a traveling expense account.

Items within this collection include: drafts for a speech entitled "Let History Arm the Mind". The some pages are handwritten, others are typed (undated); mock-up of vol. 1, no. 1 of "The Collector", the newsletter of the West Virginia War History Commission. (1944); typescript of the "War History Manual" prepared by the Pennsylvania Historical Commission (1942); typescript of the "West Virginia War Records Collecting Manual" (1944); typescripts including lists of Office of Civilian Defense directors; lists of potential and confirmed war records collectors and sample forms (undated); 2 pamphlets regarding war records collecting (undated); traveling expense account from trips Summers took to organize county collecting committees (1944); 2 newspaper clippings (1942, 1945).
