Alexander Wentker, a senior research fellow at the Max Planck Institute for Comparative Public Law and International Law, discusses what makes countries party to a conflict when providing wartime support. Wentker was introduced by Professor Ashley Deeks. The event was sponsored by the National Security Law Center and co-sponsored by the Center for International and Comparative Law.
