William Tisinger was born 1 September 1816 in Shenandoah County, Virginia, to John Tisinger (1777-1854) and Elizabeth Catherine Bowman Tisinger (1776-1842). William Tisinger became surveyor for Shenandoah County. He married Amelia H. Will (1820-1885) 14 June 1848, and they had six children.
