Scope and content:

Records, 1926-1927, pertaining to the Senate Committee on Privileges and Election investigation into the election, qualifications, and return of Alfred C. Smith (1893-1962) as a member of the Virginia Senate (3rd District). Includes correspondence, court records, depositions, proceedings and reports. An investigation was commenced in 1926 after Smith was accused of committing forgery in South Carolina and Virginia. He became the subject of expulsion hearings and was removed from office. One year later, Smith received the seat back and served the remainder of his term.

Biographical / historical:

The Committee on Privileges and Elections is a Senate standing committee. The committee considers matters concerning voting, apportionment, constitutional amendments, elections, elected office holders, reprimand, censure or expulsion of a senator, and nominations and appointments to offices in the Commonwealth, and federal relations and interstate matters. The committee also examines the oath taken be each senator and the certificated of election, reviews and reports on cases involving financial disclosure statements, reports in all cases involving contested elections, and determines all matters referred to it by the Senate Ethics Advisory Panel.
