Biographical / Historical

In 1968 the Virginia General Assembly commissioned a group of nineteen men to study the Virginia constitution, with the intent of revision. University of Virginia law professor A. E. Dick Howard was the executive director of the commission, and Peter Low was a member of counsel. During the summer of 1968, Low worked as chairman of the legislative and judicial subcommittee, and was assisted in research by Virginia law students Nancy L. Buc (Law 1969), Judith Ann Arlt, Richard W. Hogan (Law 1969), and Gail S. Marshall (Law 1968). One of the primary questions they considered concerning the legislature was whether the Virginia General Assembly should continue on biennial sessions, or switch to annual; some of the important judicial matters to be considered were the selection, disability, and tenure of judges.

Research was carried out in libraries, in communications with people in other state governments, in interviews with Virginia legislators and judges, and through public hearings held throughout Virginia.
