    <head>Biographical / Historical</head>
<p>Hugh Banker Rice was born in 1900 in Lexington, Virginia. He graduated VMI in 1923. From 1941 to 1946 he was a Lieutenant Colonel in the United States Army. He was also the City Manager of Williamsburg, Virginia. Rice died in 1977 in Williamsburg.</p>  </bioghist>
