</head>
<p>Jack Marshall was a retired cultural anthropologist who lived in Charlottesville since 1988. He was the president of Advocates for Sustainable Albemarle Population, a non-profit organization founded to study population growth (2002-2022). He served as chair of the Rivanna Water and Sewer Authority and the Rivanna Solid Waste Authority (1996-2000) and was President of Citizens for Albemarle, Inc. an organization founded in 1971 to protect the local environment.  He was also been member of the Board of Citizens of Albemarle, and other organizations in Charlottesville and Albemarle County. He died February 18, 2026. [See: cvillpedia.org/Jack Marshall]

</head>
<p>This collection contains documents, correspondence, reports, studies, news-clippings, related to population growth in Albemarle County and Charlottesville. There are documents from various organizations:
</p>
<p>- Citizens of Albemarle, organization created in 1971 (see ACHS: PA-178 C.3)</p>
<p>- The Thomas Jefferson Sustainability Council created in 1994 by the Thomas Jefferson Planning Commission </p>
<p>- Advocates for Sustainable Albemarle Population (ASAP) that was created as a non-profit organization in 2002. Included are documents related to a project called Optimal Sustainable Population Size Project (OSPS) "to initiate research that can help estimate the biological carrying capacity and the socio-economic optimal size of this community..."</p>
