    <head>Biographical Note</head>
<p>Robert Southey (1774-1843) was a British poet and writer of prose. After Walter Scott refused, Southey became poet laureate (1813-1843). He was a contributor to <title render="italic">The Quarterly Review</title>, a Tory journal, from 1809-1838.</p>  </bioghist>
