The receipts, on small slips of paper, document monies collected by the Court for taxes and other transactions involving court cases, land and other property, and the local militia.

Although the creator of the album is unknown, many of the pictures have identifications and dates; the subjects of these photos in some cases have been verified as residents of Keyser. These subjects are apparently family and friends of the album's creator.

Also includes two folk studies of counties by the West Virginia Writers' Program. The Historical Records Survey was a project of the Works Progress Administration New Deal program in the United States. Originally part of the Federal Writers' Project, it was devoted to surveying and indexing historically significant records in state, county and local archives.
