Goff became prosecuting attorney in 1835, served as a Colonel in the Virginia militia in 1844, was superintendent of Randolph County schools in 1853, served as a member of the Virginia Assembly, and was a West Virginia State Senator from Randolph County (1875-1877). Papers of a livestock broker, farmer, and merchant of Mingo Flats, Randolph County, who was associated with John T. McGraw in the development of Marlinton and the purchase and sale of land, coal, and timber in neighboring Pocahontas County. There are some items of Civil War interest, while the bulk of the correspondence relates to the marketing of ginseng, beeswax, wool, venison, animal pelts, and farm machinery. There is significant correspondence relating to state politics and railroads. Correspondents include J.M. Bennett, J.N. Camden, David Goff, John J. Jackson, McCormick Harvesting Machine Company, John T. McGraw, and The Pocahontas Development Company. Also includes some material of G.E. Jarvis, father of Anna Jarvis, the founder of Mother's Day.

Subjects include: the James Swan lands; European immigration to West Virginia following the Civil War; New York Southern Land Company; Philadelphia International Land Association; state economic development during Reconstruction; and timberlands on Shaver's Mountain. Correspondents include J.M. Bennett, John S. Carlile, William Henry Edwards, David Goff, and Cyrus Hall. One volume is a record of the settlement of the estate of Judge Hoffman, 18 November 1877-1 January 1892 (eleventh and last settlement), by G.D. Camden and J.R. Boggess.
