Dr. Barbara Howe worked at West Virginia University in a variety of different positions between 1980 and her retirement in 2009, including as associate professor of history, head of the public history program, and director of the Center for Women's Studies. Prevalent subjects present in the collection include historical preservation, environmental activism, and politics in the Morgantown and broader West Virginia area.

Maxwell family
Papers of Hu Maxwell (1860-1927), historian, editor, and author of several county histories of West Virginia, along with papers and records of other family members. There are manuscripts of fiction, verse, and local history written by Maxwell, as well as a number of his manuscripts and publications dealing with forestry which were prepared while he was a member of the Forest Service of the United States Department of Agriculture. Maxwell kept a diary during the years 1901-1919 while residing in Morgantown, Chicago, Illinois, and Washington, D.C., which is extensive for the period of World War I and which contains notes on the diary of Rufus Maxwell (1855-1907). Photographs, ephemera, and other material from the early twentieth century, including two postcards albums, black and white photographs, a concert program, greeting cards, postcards, calling cards, recipe pamphlets, and a calendar. This collection also includes publications of the Hill and Dale Private Press and Type Foundry of Terra Alta, West Virginia (1975-1994); the first published catalog of West Virginia books (1963); seed and plant catalogs (1934-1948); two Victorian scrapbooks (ca. 1885-1900); as well as various books, publications, and ephemera. This material was acquired in the Morgantown, West Virginia area.

Subjects include the history of businesses and individuals in Morgantown and the surrounding area, including the Lemley, Ley, and Robison/Robinson families; West Virginia University (WVU) history; Kiger's real estate career; political campaigns; and Morgantown High School, among others. Unedited video recording, on DVD and original digital footage, of the West Virginia Day Program presented by the West Virginia University (WVU) Libraries' West Virginia & Regional History Center on June 20, 2014. The program, titled "Celebrating Two Hundred Years of Education in Morgantown," included three speakers, all WVU faculty: Dr. Barbara J. Howe, Dr. Lillian J. Waugh, and Dr. Connie P. Rice. The speakers were introduced by Dr. John Cuthbert, Director and Curator of the West Virginia & Regional History Center. The video is 1 hour, 52 minutes, 30 seconds long; after 1 hour and 46 minutes, the audio ceases.
