Business, political, and official correspondence of the eleventh governor, 1901-1905, of West Virginia. Owner and editor of the State Journal, Parkersburg, 1881-1899, White was associated with many banking and manufacturing enterprises, and was tax commissioner of West Virginia in 1907 and 1908, collector of internal revenues in 1889, 1897, and 1921, and a Republican member of the legislature in 1926. Papers of Matthew Neely, a politician who had a long career as senator, congressman, governor, and Democratic political boss. Collection includes speeches, business and personal correspondence, pamphlets, legal papers, photographs, and copies of the Congressional Record. There are also newspaper clipping scrapbooks covering the years 1928-1954 (on five reels of microfilm). Neely had a long career, including law student at West Virginia University, Marion County lawyer, mayor of Fairmont, United States Congressman (1913-1921, 1945-1947), United States Senator (1923-1929, 1931-1941, 1949-1958), and Governor of West Virginia (1941-1945).

Papers of President David C. Hardesty, Jr. of West Virginia University. Before becoming President of West Virginia University, Hardesty was a lawyer and partner of Bowles, Rice, McDavid, Graff & Love (1973-1994) and West Virginia Tax Commissioner (1977-1980), among various other positions. After finishing his 12-year term as West Virginia University President (1995-2007), Hardesty was a Professor of Law at the West Virginia University College of Law (2007-2018). Some of the series titles in the addendum of 2019/09/03, including series 21-30, repeat some of the earlier series titles (e.g. both Series 7 and Series 21 are titled "Student Papers").

Dr. William D. Barns (1917-1991) was a professor of history at West Virginia University from 1940 to 1985. His fields of specialization were American agriculture and labor history, West Virginia and regional history, American economic history, and the United States since 1860. The material has been divided into three main sections of archives, books, and periodicals, and described to the box level. The contents of this collection were created or collected by Dr. William D. Barns and Mrs. Doretha Barns from the 1920s to 1995. The majority of the material pertains to the academic career of Dr. Barns. Mrs. Barns continued to collect material until 1995. Two large series that relate specifically to Mrs. Barns are the League of Women Voters and Mrs. Doretha Barns. In addition, she contributed to the series on the Federal Government, Miscellaneous, Pacifism, and Society of Friends.
