File consists primarily of solicitations by Senators Hunter Andrews and Adelard Brault for comments on Senate rules, Bateman's suggestions (1976, 1977 and 1978), comments on them, and proposed changes in rules by other Senators and by the organization "Common Cause." File also includes several letters (August-September 1976) regarding Bateman's resignation from the Democratic caucus.
