Scope and Contents Is sending 11 copies of the "acts of October 1782"; agrees with the idea of laws being passed with respect to the size of the county; discussion of the Va. Citizen Bill, and some delegates' fight to allow all Tories and refugees of Nova. Scotia admittance—however, they were defeated, and the bill which passed will not allow anyone who has ever "borne arms against us... inhabitants of America, in 1775 or at any time.."
