This series includes Mr. Reed's involvement in the 1960 and 1970 Census, newspaper clippings related to Norfolk Elections, materials from court cases in which Mr. Reed served as an expert witness, and his involvement in the Supreme Court Case concerning the redistricting and reapportionment of Hampton Roads Congressional districts.
