Copy. Reply to Observer article of Oct 1st, stating wharf was built by Association for about $1000, to land passengers for profit (exact terms given) and freight. Lease for last eight years. Daily boat trip from Washington. Virginia legislature upheld Association's refusal to give boat privileges to D.P. Smith's "farmers' club." Charter has no reference to this club. Docketed on reverse indicates this copy of the article was not published. ER-7, p. 29
