Gilpin will advise her on organization under Act. Cannot be made an "agency" as Gov. Wise proposes. Advises Association continue its policy, only extending its operations; publicity and subscription lists published. Repeats his address once or twice a week. State of public affairs discouraging to patriotic appeals. ER-9, p. 101
