General Orders No. 12 and 13 were issued by General Winfield Scott from the U.S. Army Headquarters in Washington, D.C. and under the command of E.D. Townsend, Assistant Adjutant General. The orders, which were printed in a newspaper, are related to search and seizure as well as the respect due Mount Vernon's tomb, house, groves, and walks.
