General Orders no. 13 was signed by General Winfield Scott and sent from the U.S. Army Headquarters in Washington, D.C., to Mrs. Sarah C. Tracy, MVLA Secretary. He says that if U.S. troops are ever in the vicinity of Mount Vernon and decide to approach, they will do so with reverence and "leave uninjured not only the Tomb, but also the House, Groves and walks which were so loved by the best and greatest of men. By Command, E.D. Townsend, Assistant Adjutant General." Autograph document signed.
