The poster states how James Madison's successful season, 17 straight wins at this point in 2017, will lead to a victory over the Villanova team. The statement of "it's OVA" is a reference to a common phrase about something already being done. The connotation here is that it is already over for Villanova and James Madison University will win.
The poster is made on a Pizza Hut sponsored GameDay poster. In 2017, it was Pizza Hut's third year as GameDay sponsor. These posters were handed out to students to create their own sayings for the football game.
