William Magness was a corporate employee of Gulf Oil Corporation and was brought into Reston to help it become a financially feasible enterprise. He was to be trained by Bob Ryan, who was a consultant, who served in the transition between Robert Simon and Bill Magnee. Also discussed is the sewer moratorium and commercial development and the success of the town.
