He graduated from Washington and Lee Univrsity in 1876. Tucker, a Democrat, was elected to the 51st Congress of the United States from Virginia in 1889. He served for three consecutive terms until 1897. He served as a professor of law at Washington and Lee from 1897-1902 and as dean of the law school from 1899-1902.
