While in the Department of Commerce, McCall headed up the administrative, public relations, and publications efforts of the department's Bureau of Foreign and Domestic Commerce, National Bureau of Standards, and Bureau of Air Commerce. Seeing an opportunity for educational expansion and recognizing the needs of the growing Northern Virginia population, University of Virginia's Extension Division, headed by Professor George B. Zehmer, formed an Exploratory Committee to work out a feasibility plan for creating an extension in Northern Virginia. The result was the Northern Virginia University Center, which became fully operational in February 1950, with six classes enrolling about 50 students.","The Extension Division named John Norville Gibson Finley as the Center's first director. The Center's administrative offices and \"campus\" were located on the campus of Washington-Lee High School in Arlington, Virginia. During the Center's early years, it offered college-level courses for adults. By the fall of 1953, the Center grew to 55 classes with 900 enrolled students. The Center, which had set out to serve only the immediate Washington metropolitan area in Virginia, expanded to serve an area that encompassed a radius of thirty miles around Arlington. This significant growth forced the Center to reevaluate its mission to the population it served. So in 1954, an Advisory Council formed to examine the challenges of expansion and to consider a \"possible change of character\" for the Center. Zehmer, formed an Exploratory Committee to work out a feasibility plan for creating an extension in Northern Virginia. The result was the Northern Virginia University Center, which became fully operational in February 1950, with six classes enrolling about 50 students.","The Extension Division named John Norville Gibson Finley as the Center's first director. The Center's administrative offices and \"campus\" were located on the campus of Washington-Lee High School in Arlington, Virginia. During the Center's early years, it offered college-level courses for adults. By the fall of 1953, the Center grew to 55 classes with 900 enrolled students. Throughout late 1954 and all of 1955 they searched for tracts of land suitable for a permanent location. More startling was the prediction that enrollment would reach 8,000 adult students within a decade. After attending Miami University in Oxford for one year, Epstein enlisted in the U.S. Army, August 10, 1943, and went into active service January 3, 1944. He was sent to Italy and served for seven months as a radio operator with the 110th Mountain Signal Company 10th Mountain Division located in the Northern Appennines and the Po Valley. Epstein was honorably discharged April 19, 1946 and was awarded two bronze service stars. After returning to civilian life, Epstein finished a 4-year program at University of Dayton. Dowell met Hallie Flanagan while working with the Federal Theatre Project and continued to work with her throughout his career. He served with the Army in World War II from 1941 to 1943. In 1946 he graduated from New York University and received a doctorate from Columbia University Teachers College in 1949. He worked at Smith College from 1949 to 1955, first as a Visiting Lecturer of Theatre and then as an Assistant Professor of Theatre from 1950 to 1955. Dowell and Flanagan worked together on the play \"Heritage\" in commemoration of the 75th Anniversary of Smith College in 1950. After teaching at Smith he went on to work at Skidmore College (1954-1956), Vassar College (1957-1961), and Goucher College (1962-1975). After teaching at Smith he went on to work at Skidmore College (1954-1956), Vassar College (1957-1961), and Goucher College (1962-1975). His work at Vassar College revolved around their Centennial Celebration in 1961. At Goucher College he was instrumental in developing the drama program and held the position of Associate Professor of Speech and Drama.
