Jacob Morgan is listed among the directors of the Fire Insurance Company of Alexandria, Va. in 1816 and served as its president in 1820. Jacob Morgan was a member of Alexandria's city council, representing the 2nd ward, in 1817-1818. Jacob Morgan  was appointed justice of the peace by President Monroe in 1819.
