He studied medicine at the University of Edinburgh and served in the British navy. He moved to the colony of Virginia in 1755, landing first in Norfolk before moving to Williamsburg. There, he was commissioned as an ensign to serve under Col. George Washington. He engaged in border warfare. Fleming eventually settled in Staunton where he married Anne Christian on April 9, 1763. He gave up medicine for farming in Botetourt County (now Montgomery) at his estate called Bellmont. From 1777-1779, he represented several districts, including Kentucky, in the Virginia Senate. He took an active part in Western Affairs, twice heading commissions to Kentucky. In his last appearance as a public servant, Fleming represented Botetourt in the state convention which ratified the Federal Constitution. There, he was commissioned as an ensign to serve under Col. George Washington. He engaged in border warfare. Fleming eventually settled in Staunton where he married Anne Christian on April 9, 1763. He gave up medicine for farming in Botetourt County (now Montgomery) at his estate called Bellmont. From 1777-1779, he represented several districts, including Kentucky, in the Virginia Senate. He took an active part in Western Affairs, twice heading commissions to Kentucky. In his last appearance as a public servant, Fleming represented Botetourt in the state convention which ratified the Federal Constitution. His November 26, 1791 letter mentions concern for Western troops at the hands of Indigenous populations, some of whom were receiving goods imported by the British West Indies. His letter dated February 22, 1792, Moore states that the House of Representatives passed an apportionment bill and proceeds to describe it. He also briefly mentions the Militia Bill and states that \"almost every man appears to have an opinion of his own which he is unwilling to relinquish.\" Moore's letter dated March 3, 1792 mentions that the apportionment bill is before the Senate and that Congress passed a law for the defense of the Western frontier. In his January 20, 1796 letter, Moore states that there is a bill before the House \"appropriating 150,000 Dollars to the carrying on a trade with the Indians,\" a bill for opening a land office, one for altering the militia system, and one for general bankruptcy. He attended Liberty Hall Academy and later was a trustee of Washington College. Johnston was a prosperous farmer by the time the American Revolution began. In 1776, he was appointed a captain in the county militia. Johnston's company actively patrolled against Indian uprisings, and, in 1781, participated in the Virginia campaign which led to Lord Cornwallis' surrender. Representing Augusta County in the House of Delegates from 1778 to 1791, Johnston was chair of the House committee on religion and helped pass the \"act for establishing religious freedom\" in 1786. After he moved to Rockbridge County, Virginia, in 1792, he represented that county in the House of Delegates in 1792 and 1797-1798. An opponent of paper money, and a proponent of court reform and payment of British debts, Johnston supported the federal Constitution in 1788.
