Alexandria newspapers of the era make frequent mention of a Jacob Morgan in local business affairs. A Jacob Morgan offered sheep for sale in an 1811 Alexandria newspaper advertisement. Jacob Morgan is listed among the directors of the Fire Insurance Company of Alexandria, Va. in 1816 and served as its president in 1820. Jacob Morgan was a member of Alexandria's city council, representing the 2nd ward, in 1817-1818. Jacob Morgan  was appointed justice of the peace by President Monroe in 1819.
